Judy Baca, born in 1946, is one of the pioneers of the muralist movement in Los Angeles. Baca studied art at the California State University Northridge. She founded the first movement program that addresses the issues of war, peace, cooperation, interdependence, and spiritual growth. Women played a large role in muralism in the 1970s.

Judy Baca is Director of the Mural Resource Center in Los Angeles. She is involved the youth community in projects during 1976-1983. She created a mural, The Great Wall of Los Angeles with the assistance of gang teenagers from the East Los Angeles community. This mural is over one-third of a mile long. The emphasis of this mural focuses on multicultural history from pre-historic times to contemporary issues of California. This timeline also includes people of the Third World. By 1974, women became engaged with mural projects, although Judy Baca was already a participant since 1969 in the San Francisco Bay area
